The document sets out the key challenges underpinning regional imbalances and argues that the need for legislation is based on almost two decades of policy failure and inaction from the leadership of the Executive.
It also contains key results from Sinead McLaughlin’s e-consultation on the legislation which found extensive support for the provisions of the Bill.
Said the Foyle MLA: “It’s no secret that regional inequality has been a handbrake on our economy for far too long, and deliberate government policy has held far too many people back from achieving their potential.
“I got into politics to try to make a difference for those places that have been left behind, particularly in Derry and the wider North West.
“Although some progress has been made in recent years, I am more convinced than ever that to truly turn the dial on this issue requires a fresh approach in legislation.
“We need to see a step change, not through warm words but through a change in the law, so poverty is addressed at its roots and disadvantaged is finally tackled.
“This policy paper is an important part of the public conversation on regional balance that is now gaining momentum.
“It sets out the case for ambitious legislation that can drive accountability and transparency in government policy and end our postcode lottery of opportunity through binding statutory obligations on government departments.
“Today marks another step forward on the path to introducing the legislation that is badly needed in Northern Ireland.
“The case for such legislation is now irrefutable and I intend to do everything within my power to deliver it.”
